Add events to respond to making a layout group float and docking it back to its parent

We have implemented the functionality described in this ticket. It will be included in our next update(s).

Additional information:

With VCL 15.1, you can handle a layout group's OnStartFloat and OnEndFloat events to respond to making this layout group float and docking it back to its parent.
