Implement a design-time selector to access scale properties and display them in the Object Inspector

We have implemented the functionality described in this ticket. It will be included in our next update(s).

Additional information:

With VCL 14.2.3, we implemented design-time selectors for individual scales created in the ExpressGauge control in addition to its own selector. A scale selector is a rectangle with green diagonal stripes located in the scale content area's bottom-right corner. You can click the selector to display scale properties and events in the Object Inspector. Once a scale is selected, the stripes' color is changed to red.
