How to show a tooltip for a disabled item

[DevExpress Support Team: CLONED FROM T1284204: ToolTip of a "DevExpress.Xpf.Editors.ComboBoxEdit" when text is too long but not wrapped]

In some cases I have to disable the "ComboBoxEdit" in my list.
Then there is no ToolTip displayed.
Is there a possibility to display the ToolTop even if the control editor is disabled ?
I've changed your example project for this requirement.

Hello Norbert,

Thank you for the detailed description and for the modified project.

I must note that this question is mostly related to how tooltips work in WPF, and it is not directly related to DevExpress. You will see exactly the same behavior if you use any disabled standard WPF control with a defined ToolTip.
