Hello Andzej,
The Bar takes its height from the BarEditItems placed into it. So, to specify the Bar's height, specify the BarEditItem.EditHeight property.
If you wish to specify the height of the Bar separately from the editor's height, I suggest that you create a custom bar as described in the How to set Bar Height ticket. You need to set the MinHeight property to a required value. I've attached a sample showing this. However, in this case, would you please explain why you wish to specify the height of the Bar separately from the editor's height?

      Your suggestion to create a custom bar with possibility to set MinHeight property is good enough for my project.
