Ribbon - QAT doesn't display the double arrow if the Ribbon control's PopupMenuItems set does not include items

I have a ribbon with a QAT and some buttons on the QAT.
As usual, when you resize the window and make it smaller, the ribbon becomes collapsed automatically. If the width becomes too small fpor the QAT, then one after another button of the QAT will disappear but they will remain accessible by an expand button which appears at the right end of the QAT automatically. Clicking on this button will popup a bar with all the hidden buttons. So far so good…
But it looks like this behaviour is only active if you had checked at least one of the ribbon's PopupMenuItems, which displays the dropdown button at the right end of the QAT and those menu items allow to customize the ribbon. But I do NOT want to allow any customization. In this case, if no PopupMenuItem is selected, there will be no expand button like described above when making the window smaller. The buttons disappear and they are no more accessible.

Please tell me how I can get this automatic expand button, without having to offer a ribbon customization. I even do not want to show the dropdown button. In my opinion, this QAT expand feature must be independent of the customization features, so maybe this is a bug?
