Unfortunately, I didn't manage to reproduce the problematic behavior.
As you can see, at the screencasts I took SimpleProjectManager and XCRM WinForms demo applications from eXpressApp Framework installation bundle and everything works as expected on my side.
Could you please describe the issue in greater detail? Steps to reproduce or sample solution where the issue is reproducible will be helpful.
Also, provide me with the CodeRush log files for deeper research. To do so, in Visual Studio go to Extensions | CodeRush | Support | CodeRush Logs, then compress the revealed folder content and attach to the comment body here.

Using a demo solution (in VB) the CodeRush references window does not work but the native VS one does.
Steps to reproduce:
(1) Open demo solution DevExpress.OutlookInspiredApp.Win.sln (the VB version, located in C:\Users\Public\Documents\DevExpress Demos 19.1\Components\WinForms\DevExpress.OutlookInspiredApp.Win\VB
(2) Open file ColumnViewHelper.vb in editor
(3) Select Protected Sub CreateEntityMenu in editor
(4) Press Shift-F12
Result: CodeRush References window opens but is empty
(5) Right-Click on "CreateEntityMenu" and click Find All References in context menu
Result: VS native References window opens showing 2 references for CreateEntityMenu

Thank you for providing the steps to reproduce the issue.
I've tried to replicate it using the latest CodeRush build but with no luck. After the fourth step, the CodeRush References window shows three occurrences of the CreateEntityMenu Sub procedure.
Take a look at this screencast I recorded to illustrate the result on my side. Would you please try the attached CodeRush build and let me know whether or not it works correctly on your machine?
No need for the new build. When I got your response, I tried the References window again and it is now working as expected both in Demo applications and my own.
In the interim, I had updated to VS 16.1.1. Possibly the previous installation was corrupted in some way.
Or maybe… Gravity Waves?
