Links in https://documentation.devexpress.com/#AspNet/DevExpressWebASPxPopupControlBase_ContentUrltopic See also section don't open anything although they act like links on hover. The articles seem to exist, or at least https://www.devexpress.com/Support/Center/Example/Details/E347 works.

Thank you for your quick reply. Please accept my apologies for this misunderstanding. It seems that I checked the bottom most "See Also" section (not the one you referred to) by mistake.
As for this topic, yes, we clearly see the problem and are going to resolve it. I have created a separate ticket to improve this topic:

I feel concerned that you have faced troubles with our online documentation. In the meantime, the described issue sounds unknown to me. Would you please elaborate on it and provide the following extra information?
- Make a detailed screencast that illustrates how to reproduce this issue from scratch (for example, use the Jing tool for this purpose).
- If this issue is browser-specific, specify the browser family/version:
- Invoke the Dev Toolbar via the F12 key and dock it to the browser's window. Capture the Browser/Document mode settings.
- Invoke the "Help -> About …" dialog and capture the actual version/build info.
- Check if there are no errors in the Console and the Network Monitor. Use recommendations from the K18568: How to enable script debugging KB Article for this purpose.
I'm not going to make a detailed screencast about opening your site and poking at a bunch of links that do nothing. Attached is a screenshot that has the specific links shown in a red box on the documentation site which I linked.
Clicking these links doesn't do anything . There are no error messages in the development console and no network actions shown. Did you even check the site before prompting me to answer with these details?
The error is not browser specific. The elements are not links in your site's source code.
