Provide the capability to enable/disable Android package debugging in DevExtreme project settings

We have implemented the functionality described in this ticket. It will be included in our next update(s).

Additional information:

Starting with 14.2.4, it is possible to enable/disable debugging for an Android package using the Debuggable option on the Android tab of your project settings.
