BarManager creates new BarContainerControls each time it is reloaded when a connection to a remote machine is restored

Steps to reproduce:

  1. Run the attached project.
  2. Use any tool to research the visual tree and the number of BarContainerControls in the target BarManager.
  3. Use the Switch User option in your Operating System.
  4. Once the system is locked, log in under the same user.
  5. Repeat steps 2-3 multiple times.
  6. Use any tool to research the visual tree.

Expected results:

The number of BarContainerControls does not change.

Current results:

The number of BarContainerControls is increased.
