Documentation - Update the ASPxPopupControl / ASPxDockPanel topic - Add information about using Percentage for dimensions

The ASPxPopupControl dimensions cannot be set as a Percentage. The recommended way to achieve the specified dimensions correctly in all browsers is to use Pixels.
